There's a few banks like Fidelity and Schwab that will refund you out-of-network ATM fees, and the Schwab debit card (also Capital One's debit card) has no foreign transaction fee. I think that's the most cost-effective way to convert USD to JPY. One other option is just withdrawing cash over there and using it. I think AMEX's rate is higher than those. But there's plenty of no annual fee options that have no FTF like Capital One (all cards), Discover (which will be accepted by the JCB network in Japan). Realistically it is all about the same since you can't predict what the currency will do except you have purchase protections and get points from a no FTF card. Figure out the best no FTF card and run with it if you're not ready for a CSP. Honestly, I now always bring local currency and have multiple no FTF cards for any trip. This might be higher or lower than the Option 1 rate. It will give you whatever the current rate is for that day or time. The value will fluctuate over the next few weeks but you're locked in at the set value. You pay the rate on the day you purchase it. Option 1: Get a bunch of local currency (gets harder if going to more than one country).
You want a no FTF card when traveling because what if you miscalculate how much local currency to bring?
